New ICE facility to hold families and unaccompanied minors could open in next week
A new facility in Alexandria, Louisiana, may begin receiving undocumented families with children, local officials and immigrant rights advocates say.
The 528-bed facility will house families with children, unaccompanied minors, and single adult females as they await removal inside renovated former Air Force barracks at England Airpark, a former military base that now houses the Alexandria International Airport and an immigration detention facility, according to a draft agreement between ICE and the England Economic and Industrial Development District (EEIDD) reviewed by ABC News.
A communications manager for EEIDD told ABC News the facility could start receiving people "within the next week or two."

The facility would be the second constructed to house children since President Donald Trump's second term began but is the first to hold unaccompanied minors who are usually held in shelters under the custody of the Department of Health and Human Services before deportation or release.
A board of commissioners that governs the airpark approved the facility in February amid protests from local residents.
The facility will be managed by LaSalle Family Foundation, a nonprofit arm of LaSalle Corrections, a private prison company that manages several immigration detention centers across the country. Daily operations will be run by Anovaeon, which describes itself as a humanitarian response company. The operators are calling the facility the Alexandria Family Staging Center and say it will house people who are voluntarily self-deporting or voluntarily leaving the country, for an average stay of under 48 hours.
Democrats press HHS over legal representation of migrant childrenLast week, Robert Hagen, the project manager for LaSalle Family Foundation told commissioners the facility was 95% completed.
During board meetings that have at times become contentious with police having to remove opponents of the plans, operators of the facility have attempted to push back against the notion that it's a detention center.
"This project right over here is not a detention center, it's a staging center for families who are voluntarily departing this country, admittedly through pretty crappy circumstances on their end. I acknowledge that," Anovaeon CEO Eric Fritz said at a commissioner board meeting last week.

A pamphlet distributed during one of the board meetings and obtained by ABC News said migrant families will be held in a "non-detained" setting at the facility. However, during last week's board meeting, Anovaeon Senior Director of Operations Jeffrey Lynch acknowledged operators would have to alert ICE if someone attempted to leave the facility.

It's in your best interest to follow through with the program,'" Lynch said. "If they were adamant about it, I think we would open the gate but at the same time we would be in communication with ICE, letting them know what's happening."
There's an ICE office "literally steps away" from the facility, Lynch added.
"They're literally steps away and they would be there to either intervene, convince them to come back in, or take whatever steps they would take as part of their case management practices," Lynch said.
A draft of the Intergovernmental Service Agreement between DHS and the EEIDD obtained by the advocacy group National Immigration Project and reviewed by ABC News said one of the purposes of the agreement is to provide "ICE alien detention in a secure environment under the authority of the Immigration and Nationality Act."
A communications manager for the EEIDD said she could not share the final agreement with ABC News, noting that ICE had to sign off before it could be shared.
At a press conference on Wednesday, immigrant rights groups and attorneys denounced the facility and raised concerns that the property was contaminated with PFAS.

DHS, EEIDD and Anovaeon did not respond when asked to address concerns about possible contamination, or whether people would be restrained at any point during their stay or during removal.
DHS did not provide an estimate of when the facility would open.
In a statement, an ICE spokesperson called it a "staging facility for deportations"
"A staging facility is where illegal aliens await their deportation flight to their destination country or transfer to a detention facility," the spokesperson said.

The popular children's YouTuber Rachel Accurso has spent over $22,000 backing Democratic and progressive candidates since 2024, while her toddler-facing brand has expanded into Netflix, Penguin Random House and the toy aisles of Target.
Better known as "Ms. Rachel," the online star has cemented herself as the face of a multimillion-dollar children’s entertainment empire. The former New York City preschool educator, who sings nursery rhymes and teaches language to more than 21 million YouTube subscribers, has also become one of the most politically outspoken figures in her arena, drawing scrutiny for her positions on the Israel-Hamas war, racial issues and various Trump administration immigration policies.
"Ms. Rachel is a children's entertainer, a personality that spawned from the YouTube ecosystem and has now become a fixture alongside other big preschool brands like Sesame Street or Bluey or Cocomelon," James Zahn, editor-in-chief of "The Toy Book," told Fox News Digital.
"For families that have ‘littles,’ as she would say, she's a part of daily life at this point," he added.

Accurso, 43, launched her YouTube channel in 2019 after finding few media resources for her son, who had a speech delay as a toddler.
Her channel quickly surged in popularity, leading her to create "Songs for Littles," a recurring series in which Accurso — clad in her signature pink shirt, overalls and headband — performs a mix of classic and original children's songs for infants, toddlers and preschoolers.
Her rise to fame has made her one of the most commercially significant figures in American children’s media — and, at the same time, one of the most politically outspoken.
According to federal records, Accurso has donated roughly $22,500 to various Democratic and progressive candidates since 2024, and has made headlines for her outspoken stances on the Israel-Hamas war and other politically charged topics.

Accurso has managed to secure deals with Netflix, Penguin Random House Books and Spin Master Toys.
"These companies look at it as: if an entertainer doesn't blur real life into the content, that tends to make things a little bit safer," Zahn said.
Earlier this year, Spin Master debuted a line of toys in collaboration with Accurso — marking yet another feather in her cap as her brand hit the shelves of big-box stores such as Target and Amazon.
"In the years leading up to the announcement of Ms. Rachel's toy deal with Spin Master, there was a bidding war," Zahn said. "So toy and game makers knew that she was a personality with a ton of reach that was worth talking to."

"I distinctly remember at Toy Fair New York knowing that Ms. Rachel was in the building — not in character, but she was taking meetings," he continued. "And eventually the question became, within the industry: who is going to get the Ms. Rachel toys?"
The line features a variety of toys geared toward both learning and entertainment, with Ms. Rachel personified as a toy-version of herself in several sets.
Her reach has also spread from the online ecosystem into both mainstream and print media after she landed partnerships with Netflix in 2025 and book publisher Penguin Random House in 2024.
"The Ms. Rachel deal with Netflix brings her show to kids who may not otherwise have access to it," Zahn said. "Even though we're in such a screen-heavy world, not every family allows their kids to operate on YouTube."

"When we think of media, and we think how digital it is, the analog basis — especially for the younger kids — is very, very key," he added, referring to Accurso’s line of children’s books.
The multi-pronged licensing approach to Accurso’s brand marks a significant — and somewhat unprecedented — shift in children’s entertainment, in which influencers reign in spaces traditionally reserved for mainstream media.
"Today's children, even from the youngest ages, don't just want to watch a television program," David Kleeman, senior vice president of global trends for Dubit, told Fox News Digital. "They want to be part of the media that they consume. They want to play with it. They want to act it out. They want to wear the clothing."
As Accurso’s persona continues to reach into every aspect of a child’s life — from the shows they watch to the toys they play with — Kleeman emphasizes the need for the individual behind the brand to maintain a level of trust with the parents choosing to keep her content in the hands of their children.

"Parents have always looked to media as a support for what they’re doing with their kids," Kleeman said. "We tell parents, ‘You’re your child’s first teacher.’ That petrifies a lot of parents, so [they] look for ways to supplement what [they’re] able to do for your child."
However, Accurso’s public politics have made her children’s education brand synonymous with hot-button political issues, such as the ongoing Israel-Hamas war and tensions surrounding Immigration and Customs Enforcement (ICE).
She's also put some money behind prominent Democrats.
In 2024, the day after then-President Joe Biden dropped out of the ongoing election and endorsed Vice President Kamala Harris as his Democratic successor, Accurso donated $250 to the Harris Victory Fund.
HOW MS RACHEL'S POLITICAL ACTIVISM IS SPARKING PUSHBACK FROM PARENTS
In the days following, she contributed an additional $750 in funds to Harris for President and the Harris Victory Fund, according to Federal Election Commission records. By September 2024, Accurso had shelled out an additional $2,000 in donations to Harris’ campaign — bringing the total to $3,000 in campaign contributions, records show.
One year later, Accurso made a $5,000 donation to Cameron Kasky’s New York congressional campaign, according to NYC Campaign Finance Board records obtained by Fox News Digital. She was issued a $1,500 refund from Kasky’s campaign on the same day.
Kasky — a survivor of the 2018 high school mass shooting in Parkland, Florida — ran on a platform centered around abolishing ICE, ending military funding to Israel and stricter gun-violence laws.
He ultimately dropped out of the race in January 2026 following a trip to the West Bank, in which he cited a new focus on stopping "settler violence" in the region, according to an X post.
Throughout 2026, campaign finance records show Accurso has spent $12,000 on various New York races with candidates of similar views.
The children’s educator donated $5,000 to former New York State Assemblymember Yuh-Line Niou’s state Senate campaign, plus an additional $3,500 to Democratic socialist Darializa Avila Chevalier and $4,500 to former New York City Comptroller Brad Lander.
While Niou failed to win in the primaries earlier this year, both Chevalier and Lander won the Democratic nominations for their respective congressional campaigns.
All three candidates have strongly campaigned on platforms that are critical of both Israel and ICE.
Federal Election Commission records also show Accurso gave $3,000 to Abdul El-Sayed’s Michigan Senate campaign in July, marking yet another contribution to a controversial candidate who has repeatedly alleged Israel is committing a "genocide" in Gaza.

"I am political," she said in March, describing her opposition to Immigration and Customs Enforcement. She has been similarly direct about the Israel-Hamas war, drawing scrutiny in 2025 after appearing in a video referring to Palestinian photojournalist Motaz Azaiza as her "friend" — days before Azaiza admitted to withholding footage of Israeli hostages being beaten by a crowd in Gaza on Oct. 7, 2023.
"There isn't a lot of precedent when it comes to a kid's entertainer making comments outside of their content that rub people the wrong way — or in some cases the right way," Zahn said.
The YouTuber’s checkbook tells a similar story, with her net worth reportedly estimated at around $50 million. Last year, Forbes’ 2025 Top Creators List ranked Accurso at No. 20 with a whopping $23 million in annual earnings.
The dollar figures — and subsequent brand deals — signify an apparent fan separation between Ms. Rachel as a brand and Accurso as a public figure.
"It's always an issue when you have a presenter who is basically presenting as themselves," Kleeman told Fox News Digital. "Mr. Rogers just was ‘Mr. Rogers.’ There was no character or artifice there. Ms. Rachel has created ‘Ms. Rachel,’ as opposed to Rachel Accurso."
"Viewers often have a problem separating that real-life person from the character," he added.
The sentiment was echoed by Zahn, who suggests that Accurso’s high-profile political stances are doing little to deter brands from signing her YouTube persona.
"Companies can take multiple approaches, as we've seen with other celebrity controversies," Zahn said. "They can choose to back the celebrity, they can push back from the celebrity, they can distance themselves from it, or they can say nothing at all. And sometimes saying nothing at all is what it really needs."
While parents may be keyed into Accurso’s views on topics such as Gaza and gender representation, Kleeman argues that as long as the content creator keeps politics out of her educational materials, she will likely feel little pushback from both brands and fans.

"I think she's been very careful to keep what she puts out to children focused on the child development, on the learning, on the play," Kleeman told Fox News Digital. "I think that Netflix or any channel that’s carrying content that’s being presented by a real person is going to have to balance how well that person is conveying what it is they’re transmitting to kids — the specific children’s content, not the things that go around it."
Fox News Digital reached out to Accurso, Netflix, Penguin Random House and Spin Master for comment.
JONATHAN TURLEY: Justice Alito blazes the ethical path the Supreme Court should take
On Sept. 28, Supreme Court Justice Samuel Alito recused himself from one of the term's most important cases: Suncor Energy Inc. v. County Commissioners of Boulder County. As I have previously discussed, the case involving the liability of energy companies for nuisance actions tied to climate change could have sweeping implications for the country. Justice Alito should be commended for avoiding even the appearance of a personal interest or a conflict in the case. However, the controversy should prompt the court to explore a longstanding problem for justices holding financial interests that can conflict with their duties. The solution is simple: Justices need to use blind trusts.
Supreme Court Clerk Scott Harris released a letter revealing that Alito decided he "will not continue to participate" in Suncor Energy Inc. v. County Commissioners of Boulder County.
Boulder, sued energy companies under "theories of public and private nuisance, trespass, unjust enrichment, and civil conspiracy, claiming that they knowingly contributed to climate change while misleading the public about its impacts." The Colorado Supreme Court ruled for the city and the county in finding that such lawsuits are not barred by federal preemption. If such lawsuits are allowed to go forward, it would expose companies to potentially thousands of climate change lawsuits. Oral argument is set for Oct. 5.
SUPREME COURT CAN RESTORE SANITY AND STOP THE LEFT’S RADICAL CLIMATE AGENDA
The recusal is a blow for challengers who believe that the opinion could be close, and Alito was believed to be on the side of barring such actions. It is now down to eight justices, so a single loss of another conservative could result in a 4-4 tie – leaving the lower court decision unchanged.
While the letter did not give a reason, critics had called for Alito's recusal due to his financial interest in energy companies which could benefit from the decision.
That included 30 organizations which jointly asked the Senate Judiciary Committee to investigate his involvement in the case. Notably, the court responded to media inquiries by declaring that Alito had no financial interest in any party to the case and that legal counsel had told him that there is no need to recuse himself.
Yet, the standard is whether a reasonable person could question his impartiality and, while he had no interest in the parties, he appears to have investments in other energy companies. Alito previously withdrew shortly before arguments in a separate oil industry case earlier this year.
JUSTICE NEIL GORSUCH BREAKS SILENCE ON VIOLENT THREATS AGAINST JUDICIARY, SUPREME COURT LEAKS
The Ethics in Government Act of 1978 (EIGA) established financial disclosure reporting requirements for many high-level government officials and employees, including the Justices of the Supreme Court. Supreme Court Justices file publicly available financial disclosure statements that report certain financial transactions. However, they are not required to put their investments into blind trusts.
Justices should be able to have investment portfolios, but they can hold such investments in blind trusts or qualified blind trusts. In a blind trust, the justice will "have no control over, will receive no communications about, and will (eventually as existing assets are sold and new ones obtained by the trustee) have no knowledge of the identity of the specific assets held in the trust. As such, once a blind trust is established and new assets obtained, an official will not need to (and will not be able to) identify the particular assets 13 5 C.F.R. § 2635.403(b)."
LIBERAL JUSTICE HAMMERS SUPREME COURT FOR FAST-TRACKING EMERGENCY DOCKET CASES
Other federal officials must use such trusts and there is no reason why justices should be exempt, in my view. This has been a continual and embarrassing problem. Years ago, the court affirmed an appellate ruling in a major case involving a $400 billion lawsuit in American Isuzu Motors v. Ntsebeza (2008) without a hearing after four justices had to recuse themselves (Chief Justice John Roberts Jr. and Justices Anthony Kennedy, Stephen Breyer, and Samuel Alito Jr).
The business interests of justices should not interfere with the business of the court. You should either be an active investor in the markets or a justice, not both. The public has a reasonable expectation that, in seeking this high office, justices are willing to set aside certain privileges or interests. This is one of them.
This is not to cast aspersions on the justices. These recusals show that members, including Alito, are cognizant and committed to avoiding even the appearance of a conflict of interest. Moreover, some judges and justices resolve this question by using diversified mutual funds or ETFs, where the justice does not control the micro-allocations within the fund. However, there is still knowledge of financial interests in given areas.
This is not a costless obligation for justices. Blind trusts add costs (which Congress may want to consider defraying) and can be complex. However, the business of the court is too important to be routinely compromised or complicated by these financial interests.

While legislation has been introduced along these lines, it would be simpler for justices to voluntarily adopt this practice.
Consider it is the price of being one of nine. If you want to sit on this court, you have to do justice, which is only fully possible if your investments, like justice itself, are blind.
A must-win midterm state is the real loser of Trump's Canada trade war
President Donald Trump's escalating trade fight with Canada could deliver an economic blow to one of the country's most closely watched battleground states, potentially raising costs for automakers and prices for consumers.
Michigan, home to a fiercely contested U.S. Senate race this November, is particularly vulnerable because its auto industry depends heavily on a cross-border supply chain with Canada.
America's northern neighbor received roughly $21.2 billion worth of Michigan exports in 2025, about 36% of the state's total, mainly vehicles and parts, according to the Michigan Department of Transportation. David Clement, policy director of the free market nonprofit Consumer Choice Center, warned the costs of tariffs could ultimately reach Michigan drivers.
"How you see this as a Michigan consumer is higher prices on the dealership lot," Clement told Fox News Digital, describing tariffs alongside already-elevated living costs as a "double whammy."

Those concerns come as Trump has intensified his trade dispute with Canada.
He imposed an additional 50% tariff on certain Canadian products earlier this year, and the administration has since barred certain Canadian products from entering the U.S. beginning Sept. 29.
Clement said Michigan ranks among the states most exposed to the dispute.
"Michigan, in terms of ranking all of the states in their export vulnerability in the trade war, sits at around seventh," he said, pointing to equipment, machinery and the auto industry as areas of concern.

That vulnerability is compounded by how frequently auto parts cross the border before a vehicle is completed.
"Most Americans don't know that a single component on a U.S.-assembled vehicle can cross the border upwards of eight times before it's actually completed," Clement said.
"When you are tariffing automotive parts going across the border each way, that is where the exposure numbers start to tick up," he added, warning that tariffs and retaliation can "really gum up the very intertwined supply chain for cars between Michigan and Ontario."
The economic stakes come as Democrat Abdul El-Sayed and Republican Mike Rogers compete for the Senate seat being vacated by retiring Democratic Sen. Gary Peters.
Even as the trade fight creates potential political risks in Michigan, the Trump administration has defended its actions as necessary to protect American businesses and workers and level the playing field with Canada.

Clement, however, argued the dispute could put pressure on American businesses at a politically sensitive time.
"It would appear that Donald Trump's original escalation against Canada has somewhat backfired in terms of the midterms," Clement said.
He warned that businesses dependent on Canadian goods could feel the effects just as voters head to the polls.
"American manufacturers or American businesses who rely on Canadian inputs are going to start to feel the pain right in the lead-up to going to the ballot box," Clement said. "Cost of living, cost of goods, cost of doing business is such an important factor for Americans who are going to be casting a ballot."
